c) County Planning for Downtown Parking/Construction <br />It is obvious from the discussion of the Justice Facilities Expansion and the County Campus <br />projects that parking for County staff and the public will be limited during construction. The <br />developer is expediting design and construction of the parking deck in an attempt to make it <br />available by January 1, 2008, contemporaneously with the completion of the Gateway Building. <br />Construction of the Justice Facilities project is expected to begin in May 2007. To <br />accommodate parking during the seven-month period between May 2007 and January 2008, <br />the County and the Courts have collaborated to address parking in the following manner: <br />1. The Court system will locate higher volume courts to Chapel Hill to the Franklin Street <br />Court facility in the Old Post Office. This will lessen the number of spaces needed for <br />court patrons. <br />2. Terms of a lease with the Hillsborough First Baptist Church will provide parking for Court <br />personnel and jurors. The term of the lease that is being finalized with the Church and <br />will be considered by County Commissioners at an upcoming meeting allows use of the <br />lot for a period of two years. <br />3. The County has negotiated a lease with the Daniel Boone LLC for land at the end of <br />Cameron Street to develop a temporary gravel parking lot for use by County employees <br />working in the Link Government Services Center and the Government Services Center <br />Annex on Cameron Street. Approximately 70 spaces will be accommodated on this site. <br />Parking lots around the County's buildings will be reserved for public parking. <br />This parking plan represents departure from the intention to provide park-and-ride services at a <br />facility owned by the County in the Meadowlands. A cost analysis of the development of the <br />rental lot on Cameron versus the capital and annual operating costs of the park-and-ride option <br />prompted Commissioners to approve the Manager's recommendation to develop a less <br />expensive parking solution in the downtown area. Space available on the parking deck will <br />provide sufficient supplemental parking on heavy court days as well. <br />Staff will provide any other information at the meeting, and the Boards can discuss this item as <br />necessary. <br />No Attachments <br />d) Update on Durham Technical Community College Satellite Campus <br />Development <br />Construction of Durham Technical Community College's first building on the Waterstone <br />campus is progressing steadily. The site work has been completed, the slab has been poured, <br />and steel has been erected. The County's 125-vehicle park and ride lot has been prepared and <br />will be paved along with the College,parking lots. <br />County Commissioners provided additional funding to ensure sustainable design elements were <br />included in the building. Although there was significant discussion regarding the water <br />reclamation system, the Town, County and College, in collaboration with the designer, have <br />come to agreement and the system is under construction. All change orders for the sustainable <br />design elements have been approved by the State and have been executed by the College. <br />
