• Plan for the future within the sustainability constraints of resources (natural, fiscal, and <br />public service) which are then programmed for location and intensity; <br />• Jurisdictional planning review guidelines to promote an efficient and coordinated orderly <br />pattern of growth - in this case, a cooperative planning agreement between the Town of <br />Hillsborough and Orange County; and <br />• Implementation strategy, but not the actual regulatory land use and zoning changes or <br />interlocal agreements which are the next formal stage (i.e., Phase 11). <br />Overall, Phase I is the master concept plan for urban and surrounding rural areas, as now <br />further clarified by the attached resolution. <br />Growth pressures within the Town of Hillsborough, as well as in adjacent areas of Orange <br />County jurisdiction where the Town provides water and sewer services, prompted the Town and <br />County to enter into a joint planning process to develop a 'Small Area Plan' (SAP). There are <br />limitations to water resources, so the efficient and locational allocation of these and other <br />resources is paramount. A Town of Hillsborough and Orange County Steering Committee has <br />worked for the past year with the assistance of planning consultants (Clarion) to prepare the <br />Strategic Growth Plan. The Plan, eventually through Phase I and Phase 11, is intended to clarify <br />the most desirable rate, timing, intensity and location for growth occurring over the next 20 <br />years within and around the Town of Hillsborough. <br />Phase I has been completed. <br />The implementation work in Phase 11 is outlined in the Phase I resolution of approval (see <br />attachment). This will include an interlocal agreement that addresses specific land uses and <br />intensities, whose planning jurisdiction and land development rules apply and what processes <br />of collaboration are followed. <br />The Boards may want to hear additional information from Town and County staffs and discuss <br />any relevant information on this effort. <br />Attachment 2 — b: Resolution Accepting a Strategic Growth Plan and Calling for <br />Preparation of an Interlocal Agreement <br />c) Update on Hillsborough Water/Sewer Discussions with Durham <br />Staff will provide the Boards with an update at the meeting on progress and other information <br />related to the water/sewer discussions with Durham, and the Boards can discuss this item as <br />necessary. <br />No Attachments <br />d) Update on Daniel Boone/Collins Property Master Plan and County's Courtesy <br />Review Comments <br />Staff will provide the Boards with an update at the meeting on progress and other information <br />related to the Daniel Boone/Collins Property Master Plan and County's courtesy review <br />comments, and the Boards can discuss this item as necessary. <br />No Attachments <br />
