Economic Development and Planning <br />a) Update on US 70-Cornelius Street Corridor Study, including Proposed <br />Retail/Service Incubator <br />The Hillsborough Planning Department, assisted by the Economic Development Commission <br />(EDC), has provided staff support for the US 70- Cornelius Street Corridor Task Force, which <br />has been meeting on a monthly basis since last summer. Members of the task force include <br />neighborhood property and business owners, two Town Board members, one County <br />Commissioner, and members of the Hillsborough Planning Board and the EDC. The group has <br />developed recommendations regarding transportation improvements, landscaping and signage, <br />improved safety and code enforcement, and desired development for the corridor, which <br />stretches from Hillsborough's city limits on Highway 70 West to the intersection of Highway 70 <br />-and Churton Street. <br />The task force is in the process of finalizing recommendations (with formal approval anticipated <br />at its next scheduled meeting on March 21). Those recommendations will then be shared with <br />the elected boards and with appropriate advisory boards. Two related follow-up activities <br />include a request that Congressman David Price help secure funds for a service and retail <br />business incubator proposed for the corridor. A sub-group of the task force is also exploring the <br />option of establishing a community development corporation to oversee and spur development. <br />The Boards may want to hear additional information from Town and County staffs, and the <br />Boards may want to discuss this item as necessary. <br />No Attachments <br />b) Update on Town of Hillsborough Strategic Growth Plan <br />Phase I included the 'Small Area Plan Report', which was prepared by Clarion and Associates, <br />a joint funded project. Small area plans set the: <br />• General purpose of the planning study area;. <br />• Examine the present conditions of planning issues such as land use patterns, utility and <br />roadway infrastructure, etc. and trend future conditions; <br />
