b. Preparation of a map indicating a jointly agreed-upon boundary for land that can <br />be considered for future annexation by the Town of Hillsborough. The starting <br />point for discussion about this boundary shall be the Annexation Boundary <br />recommended in the November 2006 Strategic Growth Plan Report. <br />c. Preparation of a map indicating, for areas outside Hillsborough's new ETJ <br />boundary but within the newly defined Future Annexation Boundary, areas called <br />"Proposed Hillsborough Services/Future Annexation Area" in which <br />Hillsborough's municipal land use regulations as they may be jointly agreed <br />upon, should be applied, to two specific interest areas with delegation of authority <br />to the Town of Hillsborough for administering regulations in one area and Orange <br />County, the other. <br />d. Preparation of a map indicating areas that are outside of Hillsborough's <br />jurisdictional interest (i.e., Town Limits, ETJ, "Proposed Hillsborough <br />Services/Future Annexation Area"), which are part of the Orange County/Town of <br />Hillsborough peripheral Coordinated Planning Area, where mechanisms will be <br />established for courtesy review and information-sharing as development <br />proposals are considered. <br />e. Provisions specifying that, for areas identified as called for in item (c) above, <br />Orange County shall retain jurisdiction for land use management and regulation, <br />but shall enact Hillsborough's zoning regulations for application to those areas. <br />f. Provisions for courtesy review and information-sharing between Hillsborough and <br />Orange County for areas that are designated as described in items (c) and (d) <br />above. <br />BE IT FURTHER RESOLVED that, as <br />[the Orange County Board of Commissioners ] or <br />[ the Hillsborough Town Board of Commissioners <br />is updating its Land Use Plan, the [ County or Town ] will consider the ideas and <br />recommendations included in the November, 2006 Strategic Growth Plan Report and <br />invite comments from the [ Town or County ] for consideration. <br />
