As Recommended by Hillsborough Planning Board, 1/18/07 <br />RESOLUTION ACCEPTING A STRATEGIC GROWTH PLAN AND CALLING FOR <br />PREPARATION OF AN INTERLOCAL AGREEMENT <br />WHEREAS, Orange County and the Town of Hillsborough have worked cooperatively to <br />prepare a Strategic Growth Plan for areas surrounding the Town of Hillsborough; and <br />WHEREAS a Strategic Growth Plan Report (dated November, 2006) has been <br />produced as a result of this initiative, documenting existing conditions, constraints, and <br />opportunities, and suggesting patterns for jurisdiction overland management policies <br />and regulations; and <br />WHEREAS the Report provides a framework for additional discussions regarding <br />jurisdiction and land use patterns; and <br />WHEREAS a map has been prepared, attached to this Resolution, suggesting general <br />areas where low-density development and/or conservation should be given priority, and <br />suggesting a conceptual area for consideration as Hillsborough's future limits for <br />services and annexation; <br />NOW THEREFORE BE IT RESOLVED by the <br />[Orange County Board of Commissioners] or <br />[Hillsborough Town Board of Commissioners] <br />That the November Strategic Growth Plan is hereby accepted as statement of <br />conditions and source of policy recommendations for consideration and continued <br />discussion. <br />BE IT FURTHER RESOLVED that the attached map, "Proposed Hillsborough Services <br />Annexation Area, Orange County/Town of Hillsborough Coordinated Planning Area" <br />dated January 16, 2007, is accepted as a conceptual starting point for subsequent <br />discussions about jurisdictional patterns. <br />BE IT FURTHER RESOLVED that the Orange County Board of Commissioners and the <br />Hillsborough Town Board of Commissioners agree to initiate discussions intended to <br />develop, for execution, an Interlocal Agreement. The provisions to be covered by this <br />Interlocal Agreement shall include but not be limited to the following: <br />a. Preparation of a map indicating formal and legally-binding changes to <br />Hillsborough's Extraterritorial Jurisdiction (ETJ). The starting point for discussion <br />about these changes shall be recommendations in the November 2006 Strategic <br />Growth Plan Report. <br />
