4:6) Main PROVISIONS FOR SUBDIVISIONS <br /> (a) An applicant for final plat approval of a subdivision shall be informed <br /> by the planning department of the use and construction restrictions <br /> contained in 4.1 thru 4.5 if any portion of the land to be subdivided <br /> lies within a floodway or floodplain. <br /> (b) Final plat approval for any subdivision containing land that lies within <br /> a floodway or floodplain may not be given unless the plat shows the <br /> boundary of the floodplain or floodway and any lots created by the pli_ <br /> partly or wholly within floodway or floodplain areas are clearly labled <br /> use of land within a floodway or floodplain is substantially restricted <br /> by the Orange County Flood Damage Prevention Ordinance. ' <br /> 1 <br /> ARTICLE 5. ADMINISTRATION <br /> 5.1 BUILDING PERMIT REQUIRED" _ <br /> ` <br /> Building Permits shall be required in conformance with the provisions of this <br /> ordinance. <br /> 5.2 DESIGNATION OF BUILDING INSPECTOR <br /> The building inspector is hereby appointed to administer and implement the prov4 <br /> sions of this ordinance. <br /> 5.3 DUTIES AND RESPONSIBILITIES OF THE BUILDING INSPECTOR <br /> Duties of the building inspector shall include, but not be limited to: <br /> (a) Review all building permits to assure that the requirements of this <br /> ordinance have been satisfied. <br /> (b) Advise permittee that additional federal or state permits may be required,. <br /> and if specific federal and state permits are known, require that copies <br /> of such permits be provided and maintained on file with the development <br /> permit. <br /> (c) Notify adjacent communities and the North Carolina Department of Natural <br /> Resources and Community Development prior to any alteration or relocation <br /> of a watercourse, and submit evidence of such notification to the Fe( al <br /> Insurance Administration. <br /> (d) Assure that maintenance is provided within the altered or relocated <br /> portion of said watercourse so that the flood carrying capacity is not <br /> diminished. <br /> (e) Verify and record the actual elevation (in relation to mean sea level) <br /> of the lowest floor (including basement) of all new or substantially <br /> improved structures. <br />
