t 2 <br /> 7 •j <br /> Tj 0`'p r or regulate the construction of flood barriers which will <br /> Ce) prevent <br /> unnaturally divert flood waters or which may increase flood hazards <br /> to other lands. <br /> 1.4 OBJECTIVES <br /> The objectives of this ordinance are: <br /> (a) to protect human life and health; <br /> (b) to minimize expenditure of public money for costly flood control <br /> projects; <br /> (c) to minimize the need for rescue and relief efforts associated with - <br /> flood and generally undertaken at the expense of the general public; <br /> (d) to minimize prolonged business interruptions; <br /> (e) to minimize damage to public facilities and utilities such as water <br /> and gas mains, electric, telephone and sewer lines, streets and j , <br /> bridges located in flood plains; <br /> (f) to help maintain a stable tax base by providing for the sound use ' <br /> and development of flood prone areas it such a manner as to minimize <br /> future flood blight areas; and, <br /> (g) to insure that potential home buyers are notified that property is <br /> in a flood area. <br /> ARTICLE 2. DEFINITIONS <br /> Unless specifically defined below, words or phrases used in this ordinance <br /> shall be interpreted so as to give them the meaning they have in common usage <br /> and to give this ordinance its most reasonable application. <br /> "Appeal" means a request for a review of the building inspector's interpretation <br /> of any provision of this ordinance or a request for a variance. <br /> "Area of special flood hazard'! is the land in the flood plain within a community <br /> subject to a one percent or greater chance of flooding in any giren year. • <br /> "Base flood" means the flood having a one percent chance of being equalled or • <br /> exceeded in any given year. Also known as the 100-year flood. <br /> "Development" means any man-made change to improved or unimproved real estate, <br /> including, but not limited to, buildings or other structures, mining, dredging, <br /> filling, grading, paving, excavation or drilling operations. <br /> "Existing mobile home park or mobile home subdivision" means a parcel (or <br /> contiguous parcels) of land divided into two or more mobile home lots for rent <br /> or sale for which the construction of facilities for servicing the lot on which <br />
