DUE TO THIS CONCERN, A RESOLUTION WAS SUBMITTED TO THE <br /> GENERAL ASSEMBLY CALLING FOR A HALT TO SCHOOL \ 41 I TIL THE <br /> QUESTION OF "BASIC EDUCATION" IS RESOLVFID; OTHERWISE, EQUALIZATION OF <br /> EDUCATION OPPORTUNITY AND SCHOOL FUNDING ARE MEANINGLESS. ANOTHER WAY <br /> TO LOOK ATr S THAT THE WHAT MUST BE ANSWERED BEFORE THE HOW. <br /> PROCEDURE <br /> AS A RESULT OF ALL THIS, THE STATE BOARD OF EDUCATION WAS GIVEN THE <br /> RESPONSIBILITY THROUGH ITS STATE DEPARTMENT OF EDUCATION TO DEEFINE,,WHAT <br /> IS BASIC. A TENTATIVE REPORT HAS BEEN RELEASED. THE REPORT BEGINS WITH <br /> A HI STORICAL_ PERSPECTIVE BEGINNING WITH THE EXECUTIVE BUDGET ACT IN _1927 <br /> AND THE SCHOOL MACHINERY ACT IN 1931 (BEGINNING OF LINE ITEM ALLOCATIONS) , <br /> UP TO THE PRESENT DIFFICULT AND CUMBERSOME DETAILED LINE ITEM F I DING <br /> PROCEDURES. POSITIVE RESULTS OF A DEFINED BASIC PROGRAM WERE INCLUDED <br /> IN THE REPORT AS FOLLOWS'OULD PROVIDE BENCHMARK STANDARDS TOB USED <br /> TO ESTABLISH STATE RESPONSIBILm :FOR FINANCING PUBLIC SOHO§ ,; WOULD SE-_RVL. <br /> AS POLICY— 4 ING INFORMAT iL OULD PIt[VIDE GUIDELINES FOR MINIMUM SCHOOL <br /> STANDARDS, OULD PROVIDE.— MORE F BILITY s � ', ► r.
