McADAMS COMPANY, INC. <br /> REGARDING: EFLAND ESTATES AND GREATER EFLAND <br /> AREA SEWER FACILITIES STUDY <br /> OCO 8002 <br /> THIS AGREEMENT, made and entered into this the day of 1 <br /> 1981, by and between The County of Orange, NC, hereinafter referred to as the <br /> COUNTY, and The John R. McAdams Company, Inc. , hereinafter referred to as the <br /> ENGINEER. <br /> WITNES SETH <br /> THAT WHEREAS the Efland Estates Subdivision has been declared a health hazard <br /> by the Orange County Health Department, and WHEREAS the COUNTY therefore inten <br /> to study the feasibility of providing sewerage facilities to Efland Estates <br /> Subdivision and the surrounding area, <br /> NOW, THEREFORE, the COUNTY and the ENGINEER, for and in consideration of <br /> matters hereinafter set forth, do hereby agree as follows: <br /> I. The ENGINEER shall undertake a study and prepare a feasibility report al <br /> the following lines: <br /> A. Investigation of sewerage alternatives to handle the immediate Eflan <br /> Estates sewer problem. The alternatives would include, but not <br /> necessarily be limited to, subsurface discharge at a nearby site, <br /> package treatment plant, and pumping to some existing wastewater <br /> system in the area. <br /> B. Investigation of the desirability of making sewer facilities availab <br /> to the greater region around Efland. (Orange County Planning Depart <br /> ment would provide indication of sewerage needs from a land use <br /> planning standpoint.) Also, investigation of alternatives for such <br /> regional sewerage facilities. <br /> C. For each of the above two possible sewerage projects, <br /> 1. develop alternatives for sewerage facilities <br /> 2. estimate costs for alternatives <br /> 3. investigate sources of funding for each alternative (including <br /> but not limited to, HUD Imminent-Threat-to-Health grant progra <br /> NC Clean Water Bonds, and EPA Federal Water Pollution Control <br /> Act funding) . <br /> D. Recommendations as to facilities to be built, funding sources, and <br /> implementation. <br />
