• <br /> 3 <br /> 1 <br /> In answer to a concern from Carl Thompson about the advantages of <br /> Chatham County forming a consortium with Orange County, Don Wilihoit <br /> noted that the ;main disadvantages of Orange going with Chatham is the <br /> administrative size and the lack of access to the jobs in the Research <br /> Triangle Park. However, there are identifiable problems like outreach <br /> and transportation where JOCCA could be effective. <br /> Commissioner Walker spoke in support of the past achievements of <br /> the Central Piedmont SDA. He asked how JOCCA could help in the need for <br /> Transportation and Gloria Williams noted that JOCCA is part of the <br /> Coordinated Transportation System which operates in the rural area of <br /> Orange County. Transportation would be available to transport <br /> participants to training and job sites. Walker asked if the <br /> transportation Service is available whether or not JOCCA operates the <br /> program and Williams explained it would need to become a part of the <br /> Coordinated Transportation Development Plan which is being developed at <br /> this time. <br /> Commissioner Marshall clarified that a service would have to be <br /> provided by JOCCA before they are eligible to use the system. The CATS <br /> can only be used to serve those clients through a service which is <br /> offered through :JOCCA. <br /> Hoffman 'summarized the three choices for Chatham: <br /> (1) Joint Orange County/Chatham County consortium administered <br /> by qoccA. <br /> (2) Joint Orange County/Chatham County/Durham County consortium <br /> admnistered through a consortium arrangement. <br /> (3) Lee/Harnet/Sampson/Chatham Counties. <br /> Chair W4lhoit asked that the two County Managers meet to discuss <br /> an approach to the redesignation of the SDA. <br /> 2. COUNTY BOUNDARY LINE <br /> Roscoe Reeve presented information on establishing a boundary between <br /> Orange and Chatham Counties. It has been attempted in such a way as to <br /> benefit both counties with a minimum expense. There are two ways to <br /> determine the line. The first is an actual survey of all the land along <br /> the boundary and the second by the use of modern technology with the <br /> governing boards' making the final decision. The proposal is to accept, <br /> by the use of en orthophotograph the line as determined by the two <br /> governing boards,. A description will then be drawn from the monumentation <br /> of the State Blank Coordinance System defining the line and recording it <br /> in both counties. He explained the process used to obtain the <br /> orthophotograph and the three lines drawn across the map that takes into <br /> account the concerns of both counties. <br /> Chair Willhoit asked if a survey had been done of those homes on or <br /> close to the lihe to determine what County they think they live in to <br /> avoid any househOlds from Changing County designation, schools, etc. <br /> After further discussion on the area of Wolf Pond and the homes that <br /> may be affected,' it was agreed that the people in the immediate vicinity <br /> of the proposed; line would be contacted to be sure they stay in the <br /> County they desire. <br /> 3. WIDENING LYSTRA ROAD <br /> Vance Thompson asked that Orange County write the Department of <br /> Transportation and support the widening of Lystra Road as it enters <br /> 15-501. <br />
