2 <br /> Hoffman stated that currently Chatham County is involved with Lee <br /> County. However, Lee, Harnett and Sampson have joined together to form a <br /> consortium with an invitation extended to Chatham. A decision has not <br /> been made by the Commissioners. <br /> Carl Thdmpson asked on what basis the money would be allocated to <br /> each County one the consortium is formed and Bob Ferguson, Director of <br /> the Orange County, Durham County and Durham City consortium, explained <br /> that the money is allocated by County and the decision for distribution <br /> is made by the PIC who in turn considers the equity of the allocation. <br /> Eight five perdent of the money is used for the actual training, <br /> administrative and staff costs to operate the program and only fifteen <br /> percent is actually received by the participants. <br /> Don Wiilhoit pointed out that the money is allocated using <br /> population and unemployment figures. <br /> Gloria Williams noted that with the new redesignation process, <br /> 1 <br /> the County Commissioners have the authority to specify, based on their <br /> proportional share, the procedure for distribution. <br /> Irving Nach, PIC Council, made reference to the PIC Council and <br /> asked to hear more about JOCCA and their activities and if it can, in <br /> fact, merge with what is being done by the PIC Council. <br /> Don Willhoit, in response to Mr. Nach, stated that JOCCA is a <br /> community agency involved with services to the poor for Durham and Orange <br /> County. They have been involved with job training for a number of years <br /> and have an outreach program. <br /> Commissioner Carey suggested combining the strengths of both the <br /> Piedmont SDA and JOCCA in an effort to reach more of the people in Orange <br /> County. The a vantages of both need to be capitalized upon and the <br /> relationship betWeen the consortium and the Research Triangle needs to be <br /> maintained. <br /> Mr. Nach again asked for a breakdown of outreach services <br /> provided by JOCCA with the amount of money spent on such services. He <br /> spoke in support of the training accomplishments of the Central Piedmont <br /> SDA. There are programs in Orange County and Chapel Hill which do meet <br /> the needs of the' citizens. <br /> Chair Wlillhoit noted that the ' opportunities" have not been <br /> available for those in rural areas and a new arrangement might provide <br /> that opportunity. <br /> Cecil Brown, Assistant Durham City Manager, commented about the <br /> contributions they make to the consortium in terms of office space and <br /> money. <br /> George Elsser, Chair of JOCCA, noted that JOCCA has had very good <br /> luck with developing job training for small businesses in Chatham County. <br /> He feels the rural people in Orange County need access to the labor <br /> market. JOCCA is asking that their strengths be used to reach those <br /> people who are poor and unemployed in an effort to get them into the <br /> labor market. <br /> Bob Ferguson, referred to the PIC and their responsibility with <br /> reviewing the labor market area and looking at the population that is to <br /> be served to create programs which will address the needs of the <br /> affected population. No one has ever indicated to the PIC that they were <br /> not reaching out into the rural area. <br /> County Manager Marvin Hoffman asked about the representation on <br /> the PIC and Ken Thompson indicated the number of members representing a <br /> certain County or city would be based on population. <br /> 1 <br />
