1 <br /> APPROVED 2/18/86 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> SPECIAL MEETING <br /> DECEMBER 19, 1985 <br /> The Orange County and Chatham County Board of Commissioners met in <br /> joint session on December 19, 1985, 7:30 p.m. in Chatham County at the <br /> Western Steer Restaurant in Cole Plaza. <br /> ORANGE COUNTY COMMISSIONERS PRESENT: Chair Don Willhoit and <br /> Commissioners Shirley Marshall, Moses Carey, Ben Lloyd and Norman Walker. <br /> CHATHAM COUNTY COMMISSIONERS PRESENT: Chair Earl Thompson, and <br /> • Commissioners W. W. Lutterloh, Gus Murchison, Carl Thompson and Henry <br /> Dunlap. <br /> ORANGE COUNTY STAFF PRESENT: County Manager Kenneth R. Thompson, <br /> Assistant County; Managers Albert Kittrell and William Laws, Clerk to the <br /> Board Beverly A. Blythe, Commission for Women Coordinator Verla Insko and <br /> Land Records Manager Roscoe Reeve. <br /> CHATHAM COUNTY STAFF PRESENT: County Manager Marvin K. Hoffman, and <br /> Clerk to the Board Hazel Boone. <br /> Don Willhoit made opening remarks and outlined the items for <br /> discussion/decision. He noted that the Joint Training Partnership Act <br /> (JTPA) for the Sarvice Delivery Area (SDA) designation for Orange County <br /> was tabled at the Board meeting held on December 17, so that input could <br /> be received from; Chatham County. Also, it is hoped that a consensus can <br /> be reached on the County line along with the discussion of several other <br /> items of mutual interest. <br /> A. ITEMS FOR DISCUSSION/DECISION <br /> 1. GEOGRAPHIC AREA AND POPULATION DESIGNATION--JOB TRAINING <br /> PARTNERSHIP ACT <br /> Don Willhoit indicated he understands that each local government <br /> has been mandated to redesignate the SDA of participation. Orange County <br /> at the present time, is a member of the Piedmont consortium which <br /> includes Orange County, Durham City and Durham County. Chatham County is <br /> currently a member of the consortium of Lee and Chatham County. Under <br /> the new rules, a county must have a population of 100,000 in order to be <br /> a free standing' SDA and if less than 100,000 it would be under the <br /> balance of State. Two proposals include: <br /> (1) Form; a consortium with Chatham County with JOCCA as the <br /> program delivery unit to run the program, or <br /> (2) Remain with the Central Piedmont consortium. <br /> Don Willhoit pointed out that the Commission for Women made a <br /> study on the JTPA program and suggested some recommendations for <br /> improving the outreach of the program. The report identifies the <br /> problems of accessibility and transportation for the participants in the <br /> rural areas. Helnoted that while JOCCA is very strong in their outreach <br /> efforts, the Central Piedmont program is very strong with the Chamber of <br /> Commerce and with the businesses in the Research Triangle area. <br /> WillhoitIsuggested that Chatham, Durham and Orange form a three <br /> county consortium and that Central Piedmont be requested to contract with <br /> JOCCA to providelthe outreach and counseling services offered. <br />
