The existing consortium has been very successful in generating <br /> private sector support for its programs. This support has come in the <br /> form of grants, equipment loans and advisory personnel to ensure the <br /> relevance of our training programs in meeting the needs of local <br /> . employers. In fact, the Durham/Orange Consortium is viewed statewide <br /> as a mode/ program for generating private sector input into its <br /> programs. <br /> The PIC Training Center in Durham is jointly funded by private <br /> I <br /> sector contributions of equipment and materials, the funds of Durham <br /> Technical Institute, the Employment Security Commission and the <br /> Consortium. Bob Ferguson has had preliminary discussions with DTI <br /> and the 4ployment Security Commission regarding a similar center in <br /> Orange County. Due to policy differences of the participating agencies, <br /> the location of such a center and the types of training are extremely <br /> ■ <br /> important l Maximum participation in the classes must be ensured, the <br /> ■ 1 <br /> training must be in areas most likely to produce job placements after <br /> training and the entry level wages of the jobs must address the <br /> performance standards of the Job Training Partnership Act. As you' can <br /> - ' <br /> see, thislventure must be approached carefully to ensure maximum <br /> utilization of the facility. . <br /> . The Jost important ingredient in building a meaningful employment <br /> 1 <br /> and training program is effective planning. We believe that <br /> capability exists in our consortium like no other SDA in the State. <br /> Our employment and training staff has years of experience in planning <br /> and operating training programs for the disadvantaged. The PIC <br /> Planning Committee has among its membership the Manager of the <br /> Employment Security Commission and the Dean of Continuing Education <br /> of DTI. Both of these agencies have Durham and Orange Counties as <br /> planning and service areas and are key agencies in the planning and <br /> implementation of employment and training activities.
