Margaret Lane - . <br /> Hillsborough, North Carolina 27,278 <br /> Dear Ken: <br /> It has come to my attention that Orange County has been approached <br /> with a proposal o join other jurisdictions in creating a job training <br /> consortiumiunder the Job Training Partnership Act (JTPA). <br /> As you know, the City of Durham has administered successful <br /> employment and training programs for the past twelve years under <br /> CETA and JTPA. We have enjoyed our relationship with Orange County <br /> in the Central Piedmont Consortium and are certainly interested in <br /> • continuing I our existing agreement to address the needs of our <br /> disadvantaged citizens in the two counties. <br /> I <br /> 1 <br /> 1 We feel strongly that our existing relationship and service <br /> delivery alea (SDA) addresses the JTPA legislative intent by creating <br /> an SDA structure ccording to rational economic criteria without <br /> splitting natural labor markets into many local programs. JTPA <br /> provisions require coordinated planning of services for JIM implemen- <br /> tation andlwe feel that the present structure provides that coordination. <br /> The Durham/Orange Consortium encompasses a substantial portion of a <br /> labor market and has little difficulty meeting JTPA's coordination <br /> requirement in the development and approval of its job training plan. <br /> It also allows easy coordination with other elements of the employment <br /> and training system. Activities which require the support of other <br /> 1 <br /> systems such as vocational education, employment service, community <br /> • colleges and social services are facilitated by our existing agreement. <br /> L <br /> The Prvate Industry Council (PIC), at_its last meeting, created <br /> a coordination committee with representatives from human service <br /> agencies of both counties to ensure that those persons most in need of <br /> JTPA services are identified and encouraged to participate in JTPA <br /> 1 . <br /> AN EQUAL OPPORTUNITY/AFFIRMATIVE ACTION EMPLOYER <br />
