Also, because of the low unemployment <br /> rate, Orange County JTPA funds will be limited, which will require the SD& <br /> operator to limit its services. But under the JOCCA administration, opera- <br /> tional cost will be reduced because of existing facilities and staff, which <br /> will, be enhanced by at least two (2) full time JTPA employees. Additionally, <br /> combined program funds (Chatham and Orange resources) could be utilized more <br /> effectively in providing employment and training services. <br /> • <br />
