08C <br /> W111.1010 4.1 <br /> GLORIA M.WILLIAMS <br /> JOINT c. <br /> CHATHAMExecutive Director <br /> ORANGE <br /> -11-41 I <br /> ...AL..: - <br /> The purpose and intent of this proposal to the Orange County Manager's <br /> office is to Iprovide a logical rationale, for JOCCA to be designated as the <br /> • Service Deliery Area (SDA) for Orange and Chatham Counties, JTPA activities. <br /> Currently, JOCCA operates the JTPA program for Chatham County with a - <br /> budget of $116,000.00, which supports four basic employment/training concepts. <br /> 1. On The Job Training (OJT) : An incentive program for employers <br /> I , to lire and train JTPA eligible participants. The employer is <br /> reimbursed for up to 50% of the training wages and other re- <br /> lated cost. <br /> 2. Individual Referral (I/R) : Participants in the I/R program are <br /> counseled on a regular basis to determine occupational interest, . <br /> • aptiltude and general developmental ability. They are then placed' <br /> • in al career curriculum in the Community College system, to attain <br /> the necessary skills to become gainfully employed. <br /> 3. Limited Work Experience (LWE) : Through this JTPA activity, parti- <br /> cipaints enrolled in the I/R program are provided an opportunity <br /> to practice his/her classroom experiences, in an on the job sit- <br /> uatlon, for a six (6) month period, and is paid at the rate of <br /> $3.415 per hour for fifteen (15) hours per week. <br /> 4. Instiitutional On The Job Training: This program is designed to <br /> off er flexible classroom training in specialized or short labor <br /> sup ly areas.
