INTEROBTICE MEMORANDUM: 8512-801 074 <br /> Jobs Training Partnership Act Bedesignation <br /> December 11, 1985 <br /> Page 2 <br /> a) have 100,000 or more population; and <br /> b) have at least two counties; and <br /> c) represent a substantial portion of a labor <br /> market area or an area in which related State <br /> or Federal services are provided; and <br /> d) are able to satisfactorily- demonstrate to the <br /> State the capacity and resources to administer <br /> the funds and have adequate safeguards for the <br /> protection of funds received. <br /> The CentFal Piedmont Consortium satisfies items 2, 3, and 4. <br /> Alonig with redesignation correspondence from the State, <br /> the County has received three unsolicited proposals from <br /> Joint Orange-Chatham Community Action (JOCCA), Triangle J <br /> Council of Governments (TJCOG), and the City of Durham <br /> (Central, Piedmont) . Staff has met separately with all <br /> agencies l to evaluate their proposals. JOCCA currently <br /> administers Chatham County's JTPA program and proposes to <br /> establish a Chatham/Orange SDA. TJCOG provideoplanners for <br /> Lee and Chatham. Under the TJCOG, the )A would be Lee, <br /> Chatham and Orange counties. City of Durham would like to <br /> maintain its current partnership with Durham County and <br /> Orange County. An assessment of each agency has been com- <br /> plied (sr attachment 1) . <br /> Factors to Beview Before Bejesignation <br /> 1. %tat are the justifications for maintaining the current <br /> consortium? On record, the Central Piedmont Consortium <br /> has done exceptionally well in meeting most of the goals <br /> outlined by the PIC for each program activity. The <br /> Consortium has been generally effective and responsive <br /> to concerns unique to Orange County. <br /> 2. The Consortium is a partnership. Durham County, Orange <br /> County and the City of Durham essentially have a part- <br /> nerihip agreement. An agreement that required an <br /> inordinate amount of time to develop, with all parties <br /> striving for a mutual arrangement which would benefit <br /> all jurisdictions. Moreover, the partnership has <br /> produced an effective JITILprogram. <br /> 3. Timeliness of redesignation. If the County's relation- <br /> shi6 with the Central Piedmont Consortium is dissolved, <br /> thej County would have to establish an administrative <br /> entity to administer the program including the composi- <br /> tion of a new PIC. With the JTPA program year beginning <br /> July 1, 1986 the County would have six months to create <br /> an administrative unit, appoint/orient a new PIC, and <br /> conduct planning for the upcoming year. <br />
