ORANGE COUNTY <br /> ®�t' INTEROFFICE MOIDRANDUR <br /> T0: County Manager <br /> FROR: Assistant County Manager <br /> SUBJECT: Jobs Training Partnership Act Redesignation <br /> DATE: December 11, 1985 <br /> Information received from State Department of Natural <br /> Resources and Comity Development indicates the Governor <br /> has decided to redesignate service delivery areas (SDA) for <br /> the Job 'Training Partnership Act Program (JTPA) . Counties <br /> have three options: (1) apply for redesignation before <br /> January 2, 1986; (2) remain in their current SDA; or (3) be <br /> in the state administrated rural service delivery area. <br /> The Job Training Partnership Act is a federally funded <br /> program with the primary goal of training youth and unskilled <br /> adults to enter the labor force. The Service Delivery Area <br /> is the primary unit for planning and program administration <br /> under JTPA. The State receives an annual allocation that is <br /> passed on to SDAs by a standard formula specified in the Act. <br /> During the transition from the Comprehensive Employment and <br /> Training) Act (CETA) system to the new Job Training <br /> Partnership Act system, twelve SDAs were established. The <br /> County is under the Central Piedmont Training and Employment <br /> Consorti%m, a SDA which includes Durham County and the City <br /> of Durham. Central Piedmont Employment and Training office <br /> is housed within the City of Durham with a Private Industry <br /> Council j (PIC), appointed by the above listed governing <br /> bodies, serving all jurisdictions. Even though the County is <br /> represented by the consortium, the designation of a new SDA <br /> is possible using the following criteria: <br /> 1) a single unit of general local government with a <br /> population of 200,000 or more; or <br /> 2) a consortium of contiguous units of local govern- <br /> ment with an aggregate population of 200,000 or <br /> more which serves a substantial part of a labor <br /> market area; or <br /> 3) a current SDA which has performed satisfactorily <br /> based on performance standards, response to moni- <br /> toring reports and response to end of year assess- <br /> ments (single County SDAs will be encouraged to <br /> consort with another• county(ies) where practical); <br /> or <br /> 4) contiguous units of general local government <br /> (county) that: <br />
