3 <br /> Count Manager Ken Thompson explained the County received a letter <br /> from the Governor requesting the County identify and/or redesignate the <br /> Service Delivery Area (SDA) for the Job Training and Partnership Act Program <br /> (JTPA) . He outlined the three options available: <br /> (1) Apply to the State for a change in designation by January 2. <br /> 1986. <br /> (2) remain in the current SDA between Durham and Orange. or <br /> (3) become a part of the State administered Rural Service <br /> Delivery Area. <br /> The County received proposals from (1) COG. (2) 000CA. and (3) <br /> City of Durham. ',Meetings were held with with each of the three and also with <br /> the Private Industrial Council (PIC). The County Manager recommended that the <br /> JTPA Program remain in the Central Piedmont Employment and Training SDA. <br /> Commissioner Marshall expressed concern and requested further <br /> discussion on the questions brought out in the Commission for Women study. <br /> The issues were riot addressed in any of the proposals. She specifically <br /> expressed concern for those needs of the rural low-income people and those who <br /> are on AFDC. The question of transportation for the participants needs to be <br /> addressed and the utilization of the Coordinated Agency Transportation System <br /> (CATS) . JOOCA does have many vehicles in the CATS and would be able to <br /> address that concern. <br /> CommiSsioner Carey expressed concern about the recommendation to <br /> stay with the exiting SDA. He recognized that time constraits had not <br /> allowed formal proposals to be prepared which would have allowed a more <br /> composite picture from those who presented proposals. He pointed out that <br /> administrative convenience does not substitute for the long term best need of <br /> the County. <br /> Commissioner Marshall asked that consideration be given to the vast <br /> experience that George Esser, Board Chairman of JOOCA. would provide. <br /> Ken Thompson noted that JOOCA does have the transportation <br /> capabilities and also three job training facilities that could be used. They <br /> have had vast experience with CETA and other job training programs. He also <br /> pointed out the *table experience on the Private Industrial Council (PIC) . <br /> Commissioner Marshall questioned if the truly needy have been <br /> served by the present program or if the jobs were found first and then the <br /> people trained that would fit into the jobs. <br /> Assistant County Manager Albert Kittrell noted that the training <br /> site in Durham has received numerous contributions from local businesses and <br /> the training facilities are in excellent shape. A site in Orange County is a <br /> concern that needs to be addressed. <br /> Mr. George Esser made reference to a public hearing held in <br /> Hillsborough in 4hich citizens voiced concerns about access to the JTPA <br /> program. Outreach to people who don't have jobs and need the jobs was the <br /> greatest concern. He noted that while it is important to meet the need of the <br /> Research Triangle Park, other types of jobs need to be found. The JOOCA Board <br /> unanimously passed a request that the Orange County Board of Commissioners <br /> consider establishing an SDA with Chatham County. MCC& is considering a <br /> number of innovative programs to find the kind of jobs that AFDC women and <br /> other people who cannot read or write can be linked with. <br /> CommisSioner Marshall commended the present PIC Council and stated <br /> a need for more representation, on the Council. <br /> PIC neibers Dan Lunsford, Mildred Council and Phyllis Lotchin spoke <br /> in support of the present arrangement. It was the consensus of the Orange <br /> County PIC members to request the Orange County Board of Commissioners to <br /> remain with the current SDA. Mildred Council stated that many people who <br /> needed jobs badly had not developed the skill level to communicate with the <br /> present MA program administration. <br /> Gloria Williams.
