ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting-Date: March 13, 2007 <br />Action Agenda <br />Item No. Cj - L~ <br />SUBJECT: Central Orange Senior Center/Sportsplex Construction Documents Approval <br />DEPARTMENT: Purchasing <br />PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pam Jones, 919-245-2652 <br />Floor Plan, Site Plan, Construction <br />Schedule <br />PURPOSE: To review and approve project scope final design for the Central Orange Senior <br />Center, the Adult Day Health Center, construction of a mezzanine over the ice rink area and <br />other modifications that allow more efficient operational space within the Sportsplex; to review <br />the Construction Manager at Risk contracting method bidding process for the construction of the <br />facility; and to review the schedule for construction of these facilities. <br />BACKGROUND: On November 14, 2006, the Board approved this project for CM at Risk <br />contracting and exempted this project from the qualifications based selection process for <br />Architects and Construction Managers at Risk as provided in G.S. 143-64-132. The Board also <br />approved the project scope of work to include the 15,000 square foot Senior Center, the 4,100 <br />square foot Adult Day Health Care Facility, the 11,000 square foot Sportsplex mezzanine and <br />the 5,000 square foot re-organized interior space construction for efficient Sportsplex <br />operations. The Board authorized the Project Team to prepare Construction Documents for the <br />Project. The Board also authorized Staff and the County Attorney to prepare and present a <br />Construction Manager at Risk contract based on these Construction Documents. <br />Since the November meeting, the Project.Team consisting of Corley, Redfoot, Zack (CRZ), <br />Resolute Building Company (RBC), Recreation Factory Partners (RFP), Jeff Thompson <br />(I_EDAHF), and County Staff have prepared comprehensive Construction Documents and <br />Specifications for the Project. As allowed by the CM at Risk construction method, the Project <br />Team has been able to design these documents with costing oversight and input provided by <br />the CM at Risk, RBC. These Construction Documents are the product of continued program <br />and design input by the Board-appointed Central Orange Senior Center Design Committee, <br />formed in the spring of 2006. These documents also reflect kitchen design changes based upon <br />the input from the Central Orange Senior Center Kitchen Subcommittee, led by former <br />Commissioner Steve Halkiotis. <br />At this meeting, the Project Team will present the highlights of the Construction Documents and <br />will be available for questions. After the Board reviews these plans, RBC is prepared to deliver <br />bid packages to public bid in order to prepare a guaranteed maximum price for the Project to be <br />presented to the Board during the May 15, 2007 regular meeting for approval as part of the <br />
