42 <br />CHAPTER 6 <br />QUALITY MANAGEMENT <br />Mission Statement <br />The Quality Management function of OPC LME is designed to provide continual <br />assessment and improvement of the service delivery system with active participation of <br />all interested stakeholders. <br />Purchaser Standards <br />', ... <br />OPC Area Program is currently in compliance with~'all applicable local, state and federal <br />statutes and rules, or will dedicate resources to~the correction of any known or identified <br />deficiencies. ~ ~ ' ~. <br /><~ <br />Current Ouerations <br />~~ <br />Quality improvement activities within OPC are designed to enhance the system's ability <br />to fulfill the mission statement through continual assessment ;and improvement of the <br />service delivery system. Continuous quality improvement; is both an individual and <br />systemic concern that is an integral part of routine business and is defined as the <br />means through which ;`service providers, with active participation of all. interested <br />stakeholders, can identify, analyze and solve problems within the service system. <br />~' - ;; <br />The Quality Management function. of OPC is carried out by staff members of the Quality <br />Improvement/Provider Relations Departrnent~ In addition to perForming the Provider <br />Relations and Developmerif~function (see-Chapter 3), this department is responsible for <br />management of all issues related.,, to consumer rights, confidentiality, incident review, <br />consumer outcome assessments, research and evaluation review, maintenance of all <br />policy and procedure manuals, coordination of the guardianship function for the LME, <br />accreditation of the LME and coordination of HIPAA and Title VI compliance. <br />Quality Improvement and Assurance <br />For decades, OPC has supported an Area Quality Management Committee (AQMC). <br />This committee exists to foster a systemic climate of quality management wherein <br />providers, consumers, and family members are active members of the system. The <br />focus of the committee is on improving processes, systems and outcomes, as well as <br />providing stakeholders the data and tools they need 'in order to make good quality <br />management decisions at the local level. The committee ensures the continual <br />assessment of the system of care and is designed to support the goal of providing the <br />highest quality of care possible within available resources, while meeting all state, <br />federal, and local requirements. <br />42 <br />
