19 <br />Many of these staff have minimal experience with the software they currently <br />use. In particular, most of the retained staff need additional training in soffinrare <br />programs used for claims adjudication and reimbursement. This barrier can be <br />addressed by increased formal training of staff in the software programs on an <br />on-going basis. While staff new to the Finance Department are in need of <br />training, many of the staff who were in the department will also be attending <br />trainings on various software programs to enhance their skill set. <br />• As~ the system is being rolled out, UniCare/Pro-FilerT"" is developing <br />software to support the required accounting of system reform in North <br />Carolina. <br />The manner in which North Carolina is operaf ng and reports the use of funds is <br />unique. Software that is working for managetl care systems in other states must <br />be reprogrammed to fit the reporting needs of the State of North Carolina. This <br />causes delays in implementation <and, inefficiencies on many levels. The <br />reduction in the amount of reporting chariges~ coming~~from the State level could <br />positively affect this barrier. ~~~ ~~ <br />• Limited funding does not allow for separate` implementation teams to be <br />hired for computer projects. ~'< <br />Currently operations _tend to fall behind as staff work on new programs and <br />trainings along ~vfh their current work. The situation causes frustration and <br />position turnover as staff are unable to do quality work on two fronts. This barrier <br />could be reduced by allowing for special funding of computer implementations <br />over and above the normal LME allocation. <br />__ <br />• A portion of the`' .Provider Community does not have the computer <br />infrastructure that would ,allow for easier transmission of data, reports and <br />payments. <br />As we switch to allowing the providers to electronically submit data, many will not <br />have the resources or training required to support a consistent application across <br />the Provider Community. This barrier could be resolved by requiring minimum <br />computer capability in the standardized state contract. <br />19 <br />
