Twenty- <br /> two counties have initiated some form of consolidation. <br /> • To realize the full efficiencies afforded under consolidation, <br /> the traditional state oversight and funding processes must <br /> be modified to accommodate local organization improve- <br /> ments. <br /> HH-9: Advocate for implementation of statewide case man- <br /> agement system(s) for both Child Welfare and ult Protec- <br /> tive Services. <br /> • North Carolina is one of eight states with a county-adminis- <br /> tered, state-oversight system of social services. North Caro- <br /> lina is the only state where the county is responsible for the <br /> full, non-federal share of income maintenance administrative <br /> costs.
