He said Orange County is uniquely situated, and he said this is an <br /> 33 acceptable negotiated rate for inmates. <br /> 34 Commissioner Pelissier said the rates in the surrounding counties are so much lower, <br /> 35 and asked if this will hurt the County's negotiation standing. She asked if the surrounding <br /> 36 counties are claiming full costs, or if these counties have not sought a rate adjustment in some <br /> 37 time. <br /> 38 Sheriff Blackwood said it is likely a combination of all the points made by Commissioner <br /> 39 Pelissier. He said the biggest variable is where Orange County is situated on the 1-85/1-40 <br /> 40 corridor. <br /> 41 Commissioner Pelissier said costs in other counties may be higher, and it would benefit <br /> 42 all if counties claimed real costs and negotiated more appropriate rates. <br /> 43 Bonnie Hammersley said when this conversation started some benchmarking was done <br /> 44 by calling other counties and determining their rates. She said it was difficult for some of these <br /> 45 counties to give her an exact cost. She said some counties were not housing as many federal <br /> 46 inmates, thus the rate was not as high of a priority. <br /> 47 Commissioner Burroughs said the costs are more than the negotiated rate, and she <br /> 48 spoke with Travis Myren about various aspects of this topic, including if housing the inmates is <br /> 49 worth the expense. <br />
