Baldwin Township, located to <br /> the west of U.S. 15-501, grew 72.9% between the 1970 and 1980 census. <br /> Williams Township, which contains part of this parcel is expected to double <br /> in populationlwithin twenty years. This type of rapid growth is a change <br /> in condition of the area. This property protrudes into Chatham County and <br /> touches the areas in which significant growth is anticipated. <br /> There are other indications that this area is changing from its pre- <br /> vious rural characteristics to more urban ones. <br /> 1. Electric Utilities. Carolina Power and Light ("CP&L") the electric <br /> company which serves northern Chatham and also serves the portion of this <br /> property in Orange County is building a new substation to accommodate the <br /> significant growth in the area. CP&L completed a survey of anticipated <br /> growth in this area in 1980. It projects that the number of customers in <br /> the area willidouble over the next three to four years. <br /> 2. Changes in U.S. 15-501. The North Carolina Department of <br /> Transportation ("NCDOT") has scheduled this area of U.S. 15-501 as a <br /> current "rehabilitation projectTM. This means that minor widening, bridge <br /> maintenance and. resurfacing are scheduled for the near future. NCDOT also <br /> considers this portion of roadway a candidate for widening to four lanes <br /> with a left turn lane. <br /> 3. Fire Protection. The Town of Chapel Hill is planning a fire sta- <br /> tion in the southern end of the county to serve growth in that area. <br /> In short, many different entities providing service in the area <br /> recognize it as an area whose transition is not 20 years away or 10 years <br /> away. The area is changing from a rural area to an urban area now. Since <br /> the R-4 zone appropriate in areas designated by the land use plan as <br /> transition areas, it is reasonable and necessary to recognize the changed <br /> conditions in this area and to allow it to develop in the manner in which <br /> it is intended for development in the Land Use Plan. <br /> In summary, the proposed amendment should be approved for the following <br /> reasons: <br /> 1. The Land Use Plan designates this parcel as a transition area. <br /> The R-4 zone is consistent with the intent and purpose of that <br /> designation. <br /> 2. The availability of water and sewer in the area is a changed con- <br /> 1 dition which makes the proposed amendment necessary to the promo- <br /> tion of public health, safety and general welfare. <br /> 3. The property is located in an area experiencing rapid growth and <br /> development. The development characteristics surrounding the par- <br /> cel support a change in zoning district classification. <br />
