000 0 18 <br /> Attachment C <br /> JUSTIFICATION N OF REQUEST FOR CHANGE IN ZONING CLASSIFICATION <br /> I <br /> CURRENT ZONING OF PROPERTY <br /> The property subject to this application for change in zoning district <br /> classification has been divided by governmental authorities into three sec- <br /> tions for planning purposes. Approximately eight acres of the parcel fall <br /> within the Chapel Hill Planning District. These eight acres front U.S. <br /> 15-501 were zoned R-2 in 1981 by the Town of Chapel Hill. An R-2 zoning <br /> classificatiori in Chapel Hill requires the minimum lot size of 10,000 <br /> square feet. Approximately eighty acres of the parcel lie within in the <br /> Orange County planning district. It was zoned rural residential (R-1) in <br /> 1981. The r ral residential (R-1) classification requires a minimum lot <br /> size of one acre. The remaining fifty acres are in Chatham County. <br /> Section 4.2.2 of the Orange County Zoning Ordinance ("Ordinance") <br /> describes the rural residential district as follows: <br /> (a) INTENT. The purpose of the Rural Residential (R-1) district is to <br /> provide locations for rural non-farm residential development, at <br /> very low intensities, in areas where the short and long term solu- <br /> tions to domestic water and sewage disposal shall be individual <br /> well and absorption system. <br /> (b) APPLICATION CRITERIA. This district will usually be applied where <br /> the following conditions exist. <br /> 1. Designated by the adopted Land Use Plan as Rural Residential. <br /> 2. Urban services, including water distribution and sewage <br /> collections mains are not likely within 10-20 years. <br /> II <br /> REQUESTED ZONING OF PROPERTY <br /> The appli ant , requests that the property within the Orange County <br /> zoning jurisdiction be rezoned to R-4. The applicant does not request a <br /> change in zoning in the portion within the Chapel Hill Planning <br /> Jurisdiction. An Orange County R-4 zone provides for a minimum lot size of <br /> 10,000 square feet. Its salient characteristics are defined in Section <br /> 4.2.2 of the Ordinance as follows: <br /> (a) Intern <br /> The purpose of the low and medium Intensity Residential (R-2, R-3, <br /> R-4) Districts is to provide locations for low and moderate inten- <br /> sity residential development and supporting recreational, com- <br /> munity service and educational uses in areas where urban services <br />
