The need for additional personnel, if <br /> required, Will also be addressed. <br /> • ° Operational' Issues--This section will focus primarily on ve- <br /> hicle utilization: routing, scheduling, driver assignment, cost <br /> sharing agrieements, joint purchase arrangements, and cooperative <br /> maintenance arrangements, as appropriate. <br /> ° Capital Improvement Plan—Based on the vehicle utilization <br /> schedule proposed under the operational plan, vehicle utilization <br /> projections as well as an assessment of new capital needs will <br /> be conducted. Replacement and/or refurbishment of existing capi- <br /> tal items, along with new equipment will be planned over a five- <br /> year horizoln. Various types of vehicles will be considered and <br /> recommends recommendel to best meet the needs of the respective users in <br /> the service environment. Consistent with State requirements, the <br /> acquisition of accessible or lift-equipped vehicles in the over- <br /> all vehicle replacement and acquisition schedule will also be <br /> addressed in this section. <br /> ° Funding—Estimated costs- for carrying out recommended actions <br /> in the five-I year plan, including administrative, operating, and <br /> capital costs will be identified.
