O56 <br /> Department of Transportation. The purpose of this meeting would be two- <br /> fold: <br /> 1. To discuss, State and local objectives in the TDP update and to deter- <br /> mine priorities for the Consultant's work focus; and <br /> 2. To discuss the study schedule and determine from the NCDOT represen- <br /> tative howl preliminary findings from the planning work will or will <br /> not be used or needed in the submittal and evaluation of Federal grant <br /> applications' --applications whose deadlines will fall prior to the corn- <br /> pletion of the Orange County TDP. <br /> It will be very important for Orange County and the Consultant to under- <br /> stand expectations for each of the two issues outlined above. The NCDOT <br /> process for preparing a TDP has been summarized into a simple 23-step <br /> process; however, each of these steps involves the completion of a myriad <br /> of details in order to address the guidelines if enforced to their fullest <br /> extent. For *ample, virtually the entire budget allocated for this study <br /> could be expended in the examination of Chapel Hill Transit/Orange County <br /> coordination. While this issue is important, Orange County certainly will <br /> have other objeCtives and priorities that the Consultant will also need to <br /> consider. <br /> To complete the TDP within the budget allocated for the project, CCA would <br /> like to define eny local and State priorities at the very onset of the <br /> project. Therefore, this subtask will involve a meeting of the appropriate <br /> Orange County officials and NCDOT representatives as soon as the study <br /> contract is executed as the first step in the study process. The meeting <br /> would be designed to ensure that the Consultant fully understands these <br /> State and local expectations with respect to the available budget. This <br /> process will result in the Consultant being able to respond with •the <br /> appropriate level of effort to the work tasks necessary to successfully <br /> complete the TIT. <br /> Secondly, the Request For Proposals indicates that a preliminary report <br /> will be due by March 1986 and be acceptable to NCDOT in order to apply for <br /> Section 18 funds, if appropriate. If such an interim report can be used <br /> (in place of a completed and approved TDP—and recent experience suggests <br /> that it cannot) to support a grant application, the Consultant will want <br /> to establish a complete understanding of the requirements for this interim <br /> report in order o produce a document that is useful to Orange County offi- <br /> cials. The Consiultant proposes to also address in this preliminary meeting <br /> all issues of the overall study schedule in relation to the production of <br /> this interim report. <br /> Subtask 1.2—Conduct Initial Steering Committee Meeting.
