At that time, the property . of. <br /> Donnie H . Chapman was placed in an EC-5 Existing <br /> Commercial zoning category. The Land placed in <br /> that designationation was thought to include <br /> those buildings associated with Mr. Chapman 's <br /> automotive service . Recently, the Planning Staff <br /> Learned that the buildings are Located on an <br /> adjacent tract [in the same ownership) zoned AR — <br /> Agricultural Residential. The intent of the <br /> rezoning is to match the building Locations with <br /> the appropriate zoning classification EEC-5) . <br /> The second matter involves an enforcement action <br /> dealing with the removal of junked and/or <br /> abandoned vehicles from a parcel. in Chapel HILL <br /> Township near Calvander. Staff initiated legal <br /> proceedings and was prepared to go to court when <br /> the defendant 's attorney requested a hearing <br /> before the judge to determine the County 's right <br /> to enforce such provisions . The contention of <br /> the defendant 's attorney was that State <br /> regulations pre—empted the County 's authority. <br /> The judge ruled that the County could regulate <br /> junked and/or abandoned vehicles but indicated <br /> • <br />
