1 •• <br /> 000225 <br /> 000217 000041.4 <br /> PROPOSED PROCEDURES <br /> Based on the above review periods and application/approval <br /> deadlines, an alternative approval schedule has been developed. <br /> The schedule seeks to establish the following: <br /> 1 . Permits the Staff to accept/reject a subdivision <br /> application on the basis of completeness (5—day period) . <br /> Completeness is based on all application forms. being <br /> provided and accurately completed, all fees paid, the <br /> required number of plate submitted, and the plat <br /> contaiing all required information , and all supporting <br /> materfsls/documentation being present and complete. <br /> 2. Permit the staff to forward all plats (and other <br /> appropiriate materials] to review agencies and places <br /> those agencies on notice that comments must be received <br /> or the application will go forward with a positive <br /> recommendation . A 30—day review period is proposed, . <br /> based on current response times and to allow all <br /> responses to be available for Planning Staff review at <br /> one paint . <br /> The only exception to the above procedure would be the <br /> submission of a subdivision proposal to the Health <br /> Department. Since that agency charges fees, for <br /> site/sebdivision analysis, an applicant would deliver the' <br /> plot directly to the Health Department . The Planning <br /> Department would, as part of the review process, provide <br /> a "notification" form to the Health Department indicating <br /> that formal application had been made and a 30—day review - <br /> and comment period was commencing. For each agency, <br /> n request for comment" or "notification" forms would be <br /> prepared (see attachments) which identify the project, <br /> state the deadline for receipt of comments, and identify <br /> the 7—lay ordinance Limitation within which the Planning <br /> Department/Board is operating . <br /> 3. Permits the Staff to review agency responses <br /> (7—dayl period) and incorporate any recommendations into <br /> the plat or supporting application material (through <br /> individual staff work or Development Review Meetings) . <br /> 4. Permits the Staff to develop agenda materiels <br /> (7—daylperiod) for distribution to the Planning Board as <br /> well as have necessary plat revisions made by the <br /> applicint or his/her surveyor. Also permits Staff to <br /> distribute agenda materials earlier. <br /> The length of time for a preliminary subdivision <br /> application to reach the Planning Board from date of acceptance <br /> would be 49 days. A draft three—month schedule has been prepared <br /> and included as an attachment which reflects the above proposal. <br /> The schedule would allow 21 days to remain in the 70—day approval <br /> - . . <br />
