0002422- <br /> 001214 000041 <br /> MEMORANDUM <br /> TO: ORANGE COUNTY PLANNING BOARD <br /> FROM: MARV N COLLI4e6PIANNING DIRECTOR <br /> DATE: SEPTEMBER 25, 1885 <br /> SUBJECT: REVISED MAJOR SUBDIVISION APPROVAL SCHEDULE <br /> Recent directives by both the Planning Board and <br /> the Board of County Commissioners have indicated a desire for <br /> complete development applications on which to base approval <br /> decisions. Among the applications which have from time-to-time • <br /> been incomplete are those involving major subdivisions. The <br /> incompleteness of an application may be based in pert on the <br /> review period currently employed by the Planning Staff, the <br /> inability of review agencies CNCOOT, Health Department , etc.) to <br /> respond withiri prescribed time periods, or the failure of the <br /> applicant to secure and provide required . information . Inasmuch <br /> as the causes -Oor incomplete applications are severeCin' number, <br /> this memorandum will attempt to establish new guidelines for <br /> submission of major subdivision proposals which insure <br /> application completeness. <br /> Inasmuch as problems have been experienced predominantly <br /> with preliminalry plats for major subdivisions, this proposal <br /> addresses only the application schedule for such plats. <br /> Likewise, the Joint Planning schedule for preliminary plat <br /> approval is not addressed, since the drafting of the original <br /> schedule incorporated applicable time limitations for approval. <br /> CURRENT PROCEDURES <br /> Agency Review <br /> Agencies which must comment on subdivision applications <br /> (see Section /II-0-4-a, Subdivision Regulations attached) and <br /> problems encountered to date include the following: <br /> 1 . District Engineer of NCOOT <br /> Developers had initially submitted subdivision plats to <br /> - - <br />
