6 <br /> a water shortage situation. Among these is G. S. 143 <br /> 354(a) (3) which states: <br /> ! The Environmental Management Commission, based on <br /> information available, shall notify any municipality <br /> or other governmental unit of potential water <br /> shortages or emergencies foreseen by the Environ- <br /> mental Management Commission affecting the water <br /> supply of such municipality or unit together with <br /> 1 <br /> the Environmental Management CommissiorOs recommen- <br /> dations for restricting and conserving the use of <br /> water or increasing the water supply by or in such <br /> municipality or unit. Failure reasonably to follow <br /> such recommendations shall make such municipality or <br /> other govenmental unit ineligible to receive any <br /> emergency diversion of waters as hereinafter <br /> provided. <br /> V POLLICY jSSUES TO BE DECIDED <br /> A <br /> • <br /> A. Whether the County and its municipalities are <br /> willing to halt new connections and limit growth. <br /> p- . • <br /> ( B. Whether the County, as owner of the stored water <br /> :-. source, would be willing to adopt a water resource • <br /> management and conservation ordinance as a stop-gap. <br /> 'i,•, . measure in the short range for allocation of , <br /> available water during extended periods of low <br /> stream flow as authorized under General Statutes <br /> 1 - <br /> 143-215.44 and 153A712. <br /> C. Mat should be the triggering points under such a <br /> measure for installing conservation/water restric- <br /> tions measures/and instream flow restrictions <br /> e without creating an unacceptable risk of water <br /> supply shortages which would imperil public health <br /> 7.- and safety. The State has recommended 1.7 cfs as an <br /> interim minimum release which would drop to zero in <br /> •,:i stages. <br /> i" D.
