In addition, any such former user applying again to be <br /> '‘. <br /> a use1 must pay any outstanding account plus interest thereon <br /> at the legal rate as it is established in North Carolina <br /> General Statutes Section 24-1, its successor, and as the same <br /> I <br /> is amended from time to time, compounded annually.
