The Planning <br /> Board agreed with the location as shown on the plat. <br /> (3) The Orange County Planning Board did not include Chapel <br /> Hill's conditions #21, 22, or 23 in their list of conditions. <br /> (4) The question of Sweeten Creek Road was not specifically <br /> addressed by Chapel Hill. It is addressed in Orange County's <br /> condition #6. <br /> A question arose concerning the design standards to which Sweeten <br /> Creek Road should be built. It was decided that Orange County condition #11 <br /> would be reworded to address the situation and substituted for Chapel Hill <br /> condition #9. <br /> WITH NO FURTHER COMMENTS, THE PUBLIC HEARING WAS DECLARED CEO. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Lloyd, that the negative findings of fact are in concurrence with those found <br /> by the Planning Board. <br /> VOTE: UNANIMOUS. <br /> Motion was made by Commissioner Carey, seconded by Commissioner <br /> Lloyd, that based upon the findings of the Board following review and <br /> consideration of the evidence presented at public hearing on June 11, 1985 and <br /> September 10, 1985 and, on the decision to attach conditions of approval, <br /> including condition #24 which addresses the specific negative findings as <br /> listed in Articles 8.6, 8.8 and 7 of the Orange County Zoning Ordinance to an <br /> equivalent or greater degree as provided in Section 7.3, the Board of <br /> Commissioners approves with the conditions listed below the Planned <br /> DevelopmentHousing Residential-2 rezoning and the issuance of a Class A <br /> �S�p^teccialT7UTswer Permit. <br /> VOTE: UNANIMOUS. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Carey, to approve the preliminary plan for Chandler's Subdivision, the plan <br /> being the same as the revised site plan for which a Class A Special Use Permit <br /> and rezoning was approved, subject to the conditions attached to the Special <br /> Use Permit. <br /> Vt:TE: UNANIMOUS. <br /> 1. That temporary turnaround to Town standards be provided at all <br /> stub-out streets, and provide a sign at the end of the road <br /> stating this street is subject to "future extension." <br /> 2. That a street with a 60-foot right-of-way be constructed to <br /> Town standards to stub out from Sweeten Creek Road to the <br /> eastern property line at the Carroll property to the east of <br /> this subdivision. Plans for this street shall be approved by <br /> the Town Manager prior to the approval of the Final Plat. This <br /> street shall be aligned with the proposed stub-out shown on the <br /> site plan providing access to property to the west. <br /> 3. That the recreation area be screened from adjacent properties <br /> by a suitable hedge screen and vegetation. Plans shall, be <br /> approved by the Town Manager prior to approval of the Final <br /> Plat. <br /> 4. That utility easements as required by be shown on the <br /> Final Plat. These easements shall include easements to adjoin- <br /> ing properties. <br /> 5. That a 10-foot non-access easement be provided along the rear <br /> of the lots adjoining the 60-foot public right-of-way at the <br /> northwest property line. This easement shall be labeled so as <br /> to prohibit driveway or vehicular access onto the 60-foot <br /> right-of-way. <br /> 6. That Weaver Dairy Road be improved to 1/2 of a 65-foot cross <br /> section with curb, gutter and sidewalk, with dedication of 1/2 <br />
