Plans for the extension shalt be <br /> approved by OWASA prior to final plat approval. <br /> (3) That utility easements be dedicated within the <br /> subdivision as necessary to allow the future <br /> provision of public sewer service to the <br /> subdivision and adjacent properties. Easement <br /> docuents shall be approved by OWASA prior to final <br /> plat approval. <br /> The Orange County Planning Staff is in accord with the <br /> Town of Chapel Hill in regard to conditions #2 and 2; <br /> however, recommends that Link Road be improved as a <br /> • public road to the North Caroline Department of <br /> Transportation'sstandards from its intersection with . <br /> Seawell School Road to the eastern boundary of the <br /> subdivision, with a temporary T—turnaround at its <br /> eastern end. Plans for the Link Road improvements shall <br /> be approved by the Department of Transportation . <br /> This condition complies with the provisions of the <br /> Orange County Subdivision Regutsation currently in <br /> effect . 0 - <br /> Gordon inquired about a memo that was to come from the <br /> County Attorney as to what kinds of standards could be <br /> required in the Joint Planning Area.- Smith responded <br /> that the memo has not yet been received. She continued <br /> noting that the conditions recommended had been <br /> discussed with the applicant in the presence of the <br /> • County Attorney. <br /> MOTION: Shanklin moved approval subject to staff conditions . <br /> Seconded by Pilkey. <br /> Pearson asked the reason for requiring public water. <br /> Smith responded the Line already exists in Seawall <br /> School Road and that the ordinance enables the County to <br /> impose this condition . Pearson continued that he felt <br /> this was an unreasonable condition considering OWASA tap <br /> on costs. <br /> Pearson question why such a standard should be imposed. <br /> Gordon responded the property is within the Joint <br /> Planning Area . Smith cited potential later public costs <br /> in providing urban services to the area . ShankLing <br /> noted the developer was developing the property at the <br /> smallest lot sizes possible for the district. <br /> MOTION: Pearson move to amend the motion to delete the condition <br /> requiring extension of a public water Line. Seconded by <br /> Yuhasz. <br /> 4. <br />
