3 <br /> 191 <br /> The site is located within the County Land Use Plan's 10-year transition <br /> zone. This zone includes properties already served by urban services or <br /> for which the extension of urban services is reasonably practicable. <br /> An OWASA water line exists within Seawell School Road, less than 300 feet <br /> from the site. Because of this line's proximity to the site, we believe <br /> public water, service to the subdivision is reasonably practicable. Chapel <br /> • Hill High School, located across Seawell School Road from the site, is <br /> o served by an OWASA gravity flow sewer line. We are awaiting OWASA's <br /> determination of how close and accessible that sewer line is to the <br /> subdivision site. If an existing sewer line is located close enough to the <br /> site to allow a determination that public sewer service is reasonably <br /> practicable, the subdivision should be served by a public sewer line. <br /> Condition #3 in the attached resolution assumes that a public sewer line <br /> is close enough to be reasonably extended. <br /> Recommendation <br /> Staff Recommendation: That the Planning Board recommend that Council <br /> adopt the attached resolution A approving a preliminary plat for Phase <br /> Two of the Lacy Burch Subdivision. <br /> • <br />
