He noted that Phase I was <br /> completely sold out and any improvements to the common <br /> area/ open space would have to be supported by residents <br /> of Phases II and III . He continued that there had never <br /> been any intent on the part of the developer to provide <br /> active recreation facilities in the open space. <br /> Cochrane cited the document <br /> prepared by Philip Post <br /> which spoke to conditions #2 and 3. Post's _conc.lusion . <br /> was that the Left turn Lanes requested were not <br /> necessary until the test section of the <br /> project was <br /> completed. <br /> Gordon questioned the cost impacts of recreational area <br /> improvements. Cochrane responded the developer did not <br /> feel these were required under the ordinance and the <br /> financial burden would be on the owners in the Latter <br /> phases. This Cochrane felt would be unfair. <br /> - Jacobs stated ' that . he felt the road classification <br /> system was inadequate for decision—making. He indicated <br /> that traffic count alone was insufficient evidence to <br /> cover public health and safety. <br /> Yuhasz stated that traffic count was reflective of the <br /> use. Jacobs responded that he felt the traffic count <br /> was not indicative of the character of the road. Yuhasz <br /> responded that the drivers would recognize the <br /> characteristics of the road and these characteristics of <br /> - the intersection would not change. He noted that the <br /> State classification is probably correct for Oakdale <br /> Drive. . <br /> Kizer inquired about the costs of recreation <br /> improvements. Cochrane resonded that double tennis <br /> courts would cost $30 —$35,000. <br /> MOTION: Shanklin' moved approval subject to Staff recommendation <br /> of conditions 1 ,3,5,6,7,8,9, and 10 and change <br /> condition #4 to read: The proposed open space area is <br /> to be improved to include a picnic shelter with benches <br /> and tables. References to the review and approval pP by the <br /> Orange County Recreation Advisory <br /> Commission should be deleted. <br />
