101 <br /> = 6.10 Other Utilities <br /> All utility lines other than lines used only to transmit electricity <br /> between generating stations or substations and three-phase electric <br /> power distribution lines shall be placed underground, and all surface <br /> disruptions required for installation shall be rehabilitated to the <br /> original or an improved condition. <br /> A letter or letters certifying the availability of immediate service <br /> from each of the other utilities (electric, gas, telephone, cable <br /> television) serving a structure shall be submitted to the Town Manager <br /> prior to issuance of a Zoning Compliance Permit for such structure. <br /> No Certificate of Occupancy for a Structure shall be issued until the <br /> following documents have been submitted to the Town Manager: <br /> al Certification or certifications from the appropriate utilities <br /> that all facilities necessary to provide electric, gas, <br /> telephone, and/or CAN service to such structure have been <br /> completed to the standards of the appropriate utilities; and <br /> b) As-built construction drawings of those completed electric, gas, <br /> telephone, and CAN facilities located within a public <br /> right-of-way or easement. <br /> 6.11 Refuse Collection <br /> All developments shall provide secure, safe, and sanitary facilities- <br /> for the storage and pickup of refuse. Such facilities shall be <br /> convenient to collection and shall be appropriate to the type and size <br /> of the development being served. <br /> Except for single- and two-family dwellings, all refuse storage <br /> facilities shall be screened by a solid wall, fence, tight evergreen <br /> hedge, or combination of the above. Such screening shall be of suffi- <br /> cient height and design to effectively screen the facility from the <br /> view from adjacent residential uses and streets, and from adjacent <br /> properties. <br /> 6.12 Buffer and Screening <br /> 6.12.1 Purpose of Bufferyards <br /> Buffers shall be required to separate a proposed development from <br /> adjacent major streets and different adjacent land uses or zoning <br /> • designations in order to minimize potential nuisances such as the <br /> transmission of noise, dust, odor, litter, and -glare of lights; to <br /> reduce the visual impact of unsightly aspects of adjacent development; <br /> to provide for the separation of spaces; and to establish a sense of <br /> privacy. <br /> 6.12.2 Buffers Required <br /> A buffer is a strip of land together with the screening required <br /> thereon.
