Introduction <br /> i Ouestions concerning the Town's facility space needs, particularly for <br /> 1 library services, have been discussed for several years. . <br /> I In this memo, we propose some specific answers with the intent of <br /> structuring discussion, decisions and actions. This memo is meant to <br /> ; summarize issues and alternatives. We feet that Council discussion, <br /> 1 <br /> negotiation with the County and an additional consultant study of specific <br /> cost and design questions are needed before making long-term decisions. <br /> We think that decisions regarding major capital needs, especially space <br /> needs, wilt be influenced more by policy objectives than by details of <br /> t cost or design. For example, the Town's role or presence in the downtown <br /> area Is a central policy question. Council's guidance on such issues is <br /> needed before staff can continue its analysis. <br /> Background <br /> • <br /> A consensus by Council emerged, with the adoption of the 1985-86 Capital <br /> improvement Program, that there are four major capital needs to be <br /> addressed: <br /> l• -southern park <br /> , . <br /> -southern fire station <br /> -library . <br /> -meeting facility/municipal offices <br /> • Council has also discussed the need to acquire open space for preenways, <br /> • entryways, vistas, parks, etc. <br /> Needs <br /> ......„„_.,.,. <br /> Southern Park and Fire Station <br /> We feel that a southern community park and a fire station to serve the <br /> southern part of Town should be located on and designed for the same <br /> site. A plan Is needed for financing, site selection and acquisition. <br /> Although staff has had some preliminary conversations with property <br />
