She questioned how a requirement that an absent Board member review all documentary evidence presented and hear all testimonial evidence by listening to the tapes of the Public Searing could be verified. County Attorney Geoffrey Gledhill indicated that at the time the requirement has been met, it could be so documented in the minutes. He noted that it is each Board members duty to vote on everything that comes before the Board in which they don't have a financial interest. The point is that when you are considering matters for which evidence is taken and sitting in a quasi-judicial capacity, you need to know what the evidence is before you can take part in the decisions.
