5-172 <br /> RESOLUTION REGARDING GASOLINE TAX <br /> WHEREAS, the construction and maintenance of the state _ • <br /> highway system is essential to the economic well--being of this . <br /> state, and - - <br /> WHEREAS, there are substantial funds needed to finance, new- <br /> roads within the state in addition to the cost of ongoing <br /> . . maintenance and upgrading of existing roads, and _ <br /> 1OESSAS, construction of the state highway system is within <br /> the exclusive domain of the State Department of Transportation, <br /> and <br /> WHEREAS, the state legislature determined as early as 1921 <br /> that the state highway system should be constructed 'at the . -. <br /> expense of the entire state,' and created a highway system "to <br /> relieve the counties and cities and towns of the state of this <br /> II <br /> burden", and V <br /> it is the policy of this state to finance public <br /> road construction and maintenance from the proceeds of the • <br /> gasoline tax, and _ <br /> WHEREAS, it is apparent that the growth and the revenues <br /> collected from the gasoline tax as currently levied is • - <br /> insufficient to keep pace with the repair, maintenance and <br /> construction needs of the state highway system, and <br /> WHEREAS, construction and maintenance of the state highways. <br /> is of concern to the general public and elected officials a: all <br /> levels of government,. and - V <br /> WHEREAS., it is recognized that the principle of °user pays" <br /> is an equitable one and that the gasoline tax is paid by the <br /> users of the state highways. . <br /> - NOW, THEREFORE, BE IT RESOLVED by the Wake County Board of <br /> Commissioners that: - _ <br /> The Governor of the State of North Carolina and the General <br /> Assembly are hereby strongly urged to .support an increase in the <br /> current tax levy on gasoline by five cents ($.05) per gallon. <br /> Commissioner Adcock moved the adoption of the <br /> foregoing resolution.
