- • • • •-- - <br /> • <br /> 146 <br /> fit-CL/1/4:0 <br /> Orange County Planning Department <br /> 106 East Margaret Lane <br /> Hillsborough , NC 27278 <br /> May 23, 1985 <br /> Dear Members of the Planning Department , <br /> As residents and property owners in Joppa Oaks we wish <br /> to protest the rezoning of the new Chandler Concrete Company <br /> property from Rural Residential to Ten Year Transition and <br /> Commercial —industrial Transition Activity Node . We think that <br /> allowing this rezoning to take place is NOT to the benefit of <br /> the surrounding community of residential property owners for <br /> the following reasons. <br /> We feel that Chandler Concrete Company has clearly <br /> shown its lack of regard for the safety and welfare of nearby <br /> property owners by carelessly dumping corrosive chemicals and <br /> waste products not only on their own property but also on that <br /> of others. For example, In order to dispose of acid waste , <br /> Chandler recently polluted several lots in Joppa Oaks as well <br /> as a stream which runs through our property. One resident's <br /> lot was literally submerged in muriatic acid / concrete waste <br /> for several months before Chandler took corrective action--and <br /> only then because of a complaint to the Orange County Health <br /> Deartment and the County Manager's Office . It has also been <br /> reported to us that this pollution caused a fish kill where <br /> the stream empties into a private lake in Byrdville . Has <br /> anyone in the Planning Department Cooked into this matter? <br /> Also, we and our neighbors have noticed a good deal of dust <br /> coming from Chandler's operations and floating over Joppa <br /> Oaks. (This has become all the more noticeable since the <br /> roads in Joppa Oaks have been recently paved. ) <br /> For these reasons, we feel that the Planning <br /> Department should have environmental impact studies conducted <br /> concerning this sort of damage by Chandler's latest expansion . <br /> Only then do we believe the Department will have the facts <br /> upon which to base a rational decision concerning the <br /> industrialization of what has traditionially been a <br /> residential area in Orange County. In the absence of such <br /> studies, the Planning Department would be authorizing a change <br /> in the planned development of this area which would almost <br /> definitely (given Chandler's lack of environmental awareness) <br /> have negative consequences for the surrounding community. <br />
