095 <br /> DRAFT PLANNING BOARD. MINUTES 9-16-85 14 <br /> Gordon informed the Board she needed to leave and <br /> turned the Chair over to Carl Walters. <br /> Gordon read a prepared statement as follows : <br /> "CHANDLER CONCRETE LAND USE PLAN AMENDMENT AND <br /> PLANNED DEVELOPMENT REaUEST" <br /> "Comments prepared by Alice Gordon for September <br /> 16 , 1985 Planning Board Meeting" <br /> "Because I view the decision on this Land Use Plan <br /> Amendment and Planned Development request to be <br /> very important and because I will not be able to <br /> attend the part of the meeting during which the <br /> items are to be discussed , I would Like to have <br /> the following comments read before any vote is <br /> taken on the Land Use Plan Amendment . <br /> I have attended both of the public hearings and <br /> the Planning Board meeting at which the Chandler <br /> Concrete Land Use Plan Amendment request was <br /> discussed , and carefully reviewed the materials <br /> related to the request . <br /> In my opinion , the request has not met any of the <br /> three conditions necessary for a Land Use Plan <br /> Amendment. Amendments are to be made [1 ] because <br /> of changed or changing conditions in a particular <br /> area or areas of the County, (23 to correct an <br /> error or ommission in the Plan and (3) in response <br /> to a change in land use policy. <br /> With respect to practical considerations, I have <br /> two comments . First , concerning the public safety <br /> question , I have not been persuaded of the <br /> necessity to use the existing pits . It seems the <br /> pits could be located on property which is already <br /> allowed to have such industrial uses . The fact <br /> that the- company has already constructed the pits <br /> does not argue in favor of granting the permit . <br /> In fact , there was prior illegal use of the pits <br /> which has now ceased . <br /> Second , concerning the desirability of granting <br /> the permit and planned development , it is argued <br /> that buffers could be required. I feel this <br /> argument does not outweigh the arguments presented <br /> above . In time, Nature will cover the scars and <br /> provide the landscaping . <br />
