COMMISSION FOR WOMEN ANNUAL REPORT, 1984-85 Page 4 <br /> 008 <br /> The Task Force ends the year having decided to send its recommenda- <br /> tions to government units urging them to be model employers by adopting <br /> a flexible benefit approach. Pursuant to this decision, a letter was sent <br /> to our legislative delegation endorsing Senator Lure Tally's bill to create - <br /> a commission to study flexible benefits for state employees. <br /> The Task Force will draft its report in July and be ready to report <br /> to the Commission and the County Commissioners by September. <br /> JobTrair 'ship. Claudine Harris and Alice Holt served as co-chairs <br /> • of the study committee to review JTPA services to Orange County. Serving on <br /> the committee were Dana Baldwin, Ann McPherson, Elaine Parker and Bettye <br /> Clark. <br /> The Committee educated itself on JTPA through several means. JTPA <br /> staff were invited to speak at two regular Commission meetings, documents <br /> such as the local consortium agreement and articles reviewing the law were <br /> studied, meetings of the Private Industry Council were attended, and training <br /> sites were visited. In addition, staff and PIC members were interviewed. <br /> Laura Yost, a ZINC intern with the Women's Studies Program, collected <br /> and assisted to analyze census and program data. She presented an interim <br /> report to the Commission in May, 1985. Commission coordinator Verla <br /> Insko directed the project, supervised the data analysis, and drafted the <br /> final report which was adopted by the Commission at its June, 1985 meeting. <br /> The study showed women are being underserved in several ways. Women . <br /> continue to be trained and placed in low paying traditional positions. <br /> Women were underrepresented in on-the-job training and direct placement <br /> position courses. A formal presentation will be made to the Orange County <br /> Board of Commissioners and the Private Industry Council in August. (See <br /> files for copy of report.) <br /> Sexual Harassment Policy. In late fall, the Commission became aware of <br /> concerns shared by several women in the Chapel Hill Police Department <br /> about on the job sexual harassment. An ad hoc committee was formed to <br /> collect information on model personnel policies relating to sexual harass- <br /> ment. In January; the Committee drafted a resolution to the Chapel Hill <br /> Town Council requesting a review of the town's policy and of the practices <br /> in the police department. Verla Insko and Dana Baldwin met with Pat Crotts, <br /> Personnel Director for the town of Chapel Hill. They also conferred with <br /> town attorney Granger Barrett and Orange County attorney Geoff Gledhill. <br /> Several outcomes resulted from the project as follows: (1) Chapel Hill <br /> revised its policy on sexual harassment and included information supplied <br /> by the Commission; (2) Orange County's policy on sexual harassment was <br /> reviewed and commented on; (3) letters were sent to other municipalities <br /> requesting information on their sexual harassment policies (the town of <br /> Hillsborough responded seeking assistance and information); and (4) a <br /> sexual harassment prevention workshop was included in the 1985-86 budget <br /> request. <br /> _ . _ <br />
