02gint Planning Page 3 <br /> IV_ Information Needed from the Governing Bodies and Planning Boards <br /> The Chairs are requesting that the members of the governing bodies and the <br /> planning boards read the Joint Planning Area Background Data,including the <br /> "Additions"and make written comments on the following points: <br /> A. Is there any information missing from the Background Data which you <br /> think is essential to the plan development'? <br /> B. Are there points in the Background Data with which you disagree.or which <br /> you wish to reinforce? <br /> C. Do you agree with the general approach used in the plan development? If <br /> not,what would you suggest instead? <br /> D. Do you agree with the approach being taken to develop operating principles <br /> to guide plan development? If not,what would you suggest instead'? <br /> Please send your written comments by September 24 either to Alice Gordon,Edgewood <br /> Drive,Chapel Hill,or Alice Ingram, 1012 Highland Woods.Chapel Hill (zip code:27514). <br /> V. Schedule for Completion of the Joint Planning Area Land Use Plan <br /> The rest of the schedule depends upon timely completion of the information <br /> requested in Section IV above, compilation of all background data required.an <br /> adoption of Goals and Objectives by the Town Council,a workable set of administrative <br /> and communication procedures developed by the staff,and the development of a set of <br /> goals and objectives/operating principles to guide the formulation of the Land Use <br /> Plan. Decisions still need to be made concerning the scheduling and content of <br /> public meetings. Of course,the steps listed under Plan Formulation must be <br /> completed. The staff could start right away to develop the categories and locational <br /> criteria,as listed under IIA. The Chairs,Joint Planning Board Committee,and staffs <br /> can proceed on the rest of the plan formulation when the above material is complete. <br /> The joint planning process is both delicate and difficult.and we need your <br /> constructive comments and your help. <br /> VI Development Standards in the Transition Areas <br /> Both Chairs agreed that development standards should be formulated for the <br /> transition areas which are uni9ue for those areas,and not necessarily the same as <br /> those for the rest of Orange County or those for Chapel Hill. A good example can be <br /> found in the specification of road standards. There could be a standard for roads in <br /> small subdivisions which is somewhere between a 27-foot paved road with curb and <br /> gutter and 18-foot dirt road. Public water and sewer,and paved roads with curb and <br /> gutter are characteristic of urban areas,while wells and septic tanks,and roads with <br /> no curb and gutter are characteristic of rural areas. What is the best way of making <br /> the transition,so that the area will be in good shape for annexation without imposing <br /> unreasonable burdens on those who wish to develop before public services are <br /> available? The Joint Planning Board Committee could start to work on these <br /> standards,subject to review and approval by the planning boards and governing <br /> bodies, but the Land Use Plan should be adopted before the standards are adopted.as <br /> specified in the Joint Planning Agreement. <br />
