• <br /> Joint Planning Page 2 021 <br /> Joint Planning Board Committee. To aid in the joint planning process,the <br /> Chairs each designated members from their respective Boards to serve on the Joint <br /> Planning Board Committee. In addition to the Chairs,the members of this committee <br /> are Dave Brower,Don Francisco,Betty Margison.Tom McCurdy.Sharlene Pilkey,Carl <br /> Walters. <br /> Summary of joint planning meetings and events since tuly 23. The schedule of <br /> meetings and events related to joint planning is as follows. <br /> August 6- Meeting of the Planning Board Chairs <br /> August S- Meeting of the County Planning Board Steering Committee and Staff <br /> August 13-Chapel Hill Planning Board Meeting (County Board invited) <br /> August 30- Background Data delivered by Orange County Planning Staff <br /> September 3-Meeting of Planning Board Chairs and Staff <br /> September S-Meeting of Joint Planning Board Committee <br /> III.Comments and Recommendations <br /> A. General approach to the land use plan The Joint Planning Board Committee <br /> made the following comments and recommendations- <br /> 1. Why are we starting from the beginning to develop a Land Use Plan? The <br /> Orange County Land Use Plan is already in place.and could be used as a starting point. <br /> 2. Why is the "Baltimore approach" being used? We should get a consensus <br /> from the governing boards that they approve the use of this approach before more <br /> work is done. <br /> B. Goals and obiectives/operating principles. The goals and objectives are a <br /> critical element in the development of the Land Use Plan and are are needed before <br /> the plan can be drafted. The Joint Planning Board Committee made the following <br /> comments and recommendations. <br /> 1. Before we can progress,the Chapel Hill Town Council should adopt a set <br /> of Goals and Objectives for Chapel Hill. That would clarify the Town's policies. <br /> (Would it be possible to adopt a set of policies by September 24?) <br /> 2. Next we should adopt a set of guidelines which would cover only the <br /> important policy statements which are necessary for guiding the formulation of the <br /> Land Use Plan. There should not be a conflict between the goals and objectives for <br /> Orange County and for Chapel Hill.but there would be no attempt to merge the sets of <br /> goals and objectives. Such a procedure would be time consuming and is unnecessary. <br /> Instead,we should use a smaller list of'operating principles"to guide plan <br /> development. A possible first draft of these principles is stated in the paper entitled <br /> "Joint Planning Operating Principles" which can be found in the "Additions." <br /> 3. Then the Joint Planning Board Committee should develop and recommend <br /> a set of operating principles which would be subject to review and approval by the <br /> planning boards and governing bodies. <br /> C. Administrative procedures and communication. Before the Chairs can <br /> continue their work on joint planning.there needs to be a set of procedures for <br /> communication among the boards and with the staff that will be streamlined and <br /> efficient.and also a clear understanding about the priorities for completing work. <br /> The Chairs recommend that the Chapel Hill and Orange County staffs develop such <br /> procedures,subject to approval by the Chairs and Boards. <br />
