To aid in the joint planning process,the Chairs each designated members from their respective Boards to serve on the Joint Planning Board Committee. In addition to the Chairs,the members of this committee are Dave Brower,Don Francisco,Betty Margison,Tom McCurdy.Sharlene Pilkey,Carl Walters. Summary of iointplannina meetings and events since July 23. The schedule of meetings and events related to joint planning is as follows. August 6- Meeting of the Planning Board Chairs August S- Meeting of the County Planning Board Steering Committee and Staff August 13 Chapel Hill Planning Board Meeting (County Board invited) August 30-Background Data delivered by Orange County Planning Staff • September S-Meeting of Planning Board Chairs and Staff September 8- Meeting of Joint Planning Board Committee III.Comments and Recommendations A. General approach to the land use plan The Joint Planning Board Committee made the following comments and recommendations- 1. Why are we starting from the beginning to develop a Land Use Plan? The Orange County Land Use Plan is already in place.and could be used as a starting point. 2. Why is the "Baltimore approach" being used? We should get a consensus from the governing boards that they approve the use of this approach before more work is done. B. Goals and obiectives/operating principles., The goals and objectives are a critical element in the development of the Land Use Plan and are are needed before the plan can be drafted. The Joint Planning Board Committee made the following comments and recommendations. li 1. Before we can progress,the Chapel Hill Town Council should adopt a set of Goals and Objectives for Chapel Hill. That would clarify the Town's policies. (Would it be possible to adopt a set of policies by September 24?) 2. Next we should adopt a set of guidelines which would cover only the important policy statements which are necessary for guiding the formulation of the Land Use Plan. There should not be a conflict between the goals and objectives for • Orange County and for.Chapel Hilt,but there would be no attempt to merge the sets of goals and objectives. Such a procedure would be time consuming and is unnecessary. Instead,we should use a smaller list of"operating principles"to guide plan development. A possible first draft of these principles is stated in the paper entitled "Joint Planning Operating Principles" which can be found in the"Additions." 3. Then the Joint Planning Board Committee should develop and recommend a set of operating principles which would be subject to review and approval by the planning boards and governing bodies. C. Administrative procedures and communication. Before the Chairs can continue their work on joint planning,there needs to be a set of procedures for communication among the boards and with the staff that will be streamlined and efficient,and also a clear understanding about the priorities for completing work. The Chairs recommend that the Chapel Hill and Orange County staffs develop such procedures,subject to approval by the Chairs and Boards.
