Cochran responded dwelling units would have to be designed and Located outside these easements. Council member Smith inquired if the 100' buffer is part of the lot. WhilLhoit - responded nothing can be built in this open space area. Collins responded it extends from the lot Line. Commissioner Marshall questioned the safety of the damn Located south of the tract. Cochran responded that the Soil Conservation Service was involved in its construction . The Chapel Hill Planning Board recommendations were introduced into the record by Alice Ingram. She indicated that the Planning Board does agree with the Manager's recommendation and their concerns were incorporated into the Manager's repbrt, but noted the Board did not know of the problems with the ponds and streams and noted that a concern regarding utility Line voltage was not incorporated in the Manager's report . High voltage lines may pose an adverse impact. She continued that the Board raised questions regarding impacts of stub—outs in the neighborhood integrity of the development . No comment was introduced from the Appearance Commission.
