He <br /> continued by explaining the "findngs of fact" <br /> prepared by the Planning Staff and the supporting <br /> evidence given as part of the presentation . He <br /> noted that the Planning Board will complete a <br /> similar excercise when they consider these findings <br /> and public hearing comments for their <br /> recommendation . The Board of Commissioners then <br /> use these findings and recommendations in making <br /> their decision as to the issuance of Special Use <br /> Permits . <br /> Gordon inquired if there would be a time to review <br /> the three general findings, Gledhill responded, <br /> yes, and that the burden of proof under Orange <br /> County Ordinance was on the opposition.
