4.5 <br /> C49 <br /> TRAFFIC IMPACT ANALYSIS. <br /> WEAVER DAIRY ROAD/ERWIN ROAD CORRIDOR <br /> Town of Chapel Hill , North Carolina <br /> prepared by The- Chapel Hill Planning Department <br /> March 1985 <br /> INTRODUCTION • <br /> • <br /> This report evaluates. the transportation impacts of new developments <br /> both approved and proposed along Weaver Dairy- Road and Erwin Road in <br /> the northeastern section of Chapel Hill . Weaver Dairy Road serves as <br /> a loop- road around the northeastern <br /> perimeter of the town . I t <br /> connects Airport Road CNC 86) with Erwin Road.. Erwin Road runs from <br /> US 15-501 roughly northeasterly to the Durham County line. Figure 1. <br /> shows the location of the corridor. <br /> • <br /> Development along this corridor has increased rapidly during the last <br /> two years.. Approximately 737 new dwelling. units have been approved <br /> for the area. Most of the approved units currently are under• <br /> construction. In addition, 23,903 square feet of office space and <br /> • .130,850 square feet of retail space has been approved. Timberlyne <br /> Shopping Center recently opened' near the intersection of Weaver Dairy <br /> Road and NC 86. Much of the proposed offide• space- also is. occupied. <br /> Figure 2 illustrates- the location of new developments along the <br /> corridor.. <br /> We used several steps to analyze the impact of new development on <br /> traffic flows in the corridor. First we assessed existing traffic <br /> conditions at three intersections: NC 86 at Weaver Dairy Road, Weaver <br /> Dairy Road at Erwin Road, and Erwin Road at US 15-501 . We then • <br /> estimated the number of cars that would enter and exit new projects <br /> during the typically busiest hour. In the next step we estimated how <br /> the added vehicles would use major streets and intersections along the <br /> corridor. We then added the vehicles generated by the new <br /> developments to traffic already using the streets. The assignment of <br /> added vehicles to the street system allowed us to determine how the <br /> new projects would affect major intersections. We focused our <br /> analysis primarily on the peak travel period at these major <br /> intersections in order to evaluate the 'worst case" impact . The last <br /> part of the report includes recommendations on how to ameliorate <br /> negative impacts that would stem from occupancy of the new projects. <br /> • <br /> PROPOSED PROJECTS <br /> Two proposed developments are pending approval by the Chapel Hill Town <br /> Council .
